Disclaimer
Effective Date: October 30, 2026 · Last Updated: October 30, 2026
The information, scores, analyses, and other content provided through the AOIA platform at aoia.ca (the “Service”) are subject to the following disclaimer. By using the Service, you acknowledge that you have read, understood, and agree to this Disclaimer in its entirety.
1. Informational Purposes Only
All content provided through the Service, including but not limited to tender compatibility scores, AI-generated analyses, market insights, analytics dashboards, and recommendations, is provided for general informational and business intelligence purposes only. Nothing on the Service constitutes, or is intended to constitute:
- Professional advice (legal, financial, accounting, tax, or otherwise)
- A recommendation or endorsement to bid or not bid on any specific tender
- A guarantee of contract award or procurement success
- An official government document or notice
- A substitute for professional judgment, due diligence, or independent verification
2. AI and Algorithmic Scoring Disclaimer
2.1 Nature of Scores
AOIA uses automated algorithms and artificial intelligence to generate tender compatibility scores. These scores are mathematical approximations based on the comparison of your self-reported company profile against publicly available tender data. They are inherently imprecise and should be treated as one of many inputs in your decision-making process, not as a definitive assessment.
2.2 Limitations of AI
The AI components of our Service (powered by Anthropic’s Claude language model) may:
- Generate inaccurate information: AI can produce confident-sounding statements that are factually incorrect (“hallucinations”)
- Misinterpret your inputs: Natural language processing is imperfect and may misunderstand your descriptions, especially for technical or niche industries
- Miss important context: AI cannot understand the full nuances of your business, competitive landscape, or strategic considerations
- Produce inconsistent results: The same input may produce slightly different outputs on different occasions
- Contain biases: AI models may reflect biases present in their training data
2.3 Scoring Factors
Scores are calculated based on the following factors, each with inherent limitations:
| Factor | What It Measures | Key Limitation |
|---|---|---|
| Category Match | Alignment between your SEAO categories and the tender’s category | A tender may be miscategorized at source, or your categories may not perfectly reflect your capabilities |
| Text Relevance | Keyword overlap between your profile and the tender description | Keyword matching cannot capture semantic meaning; relevant tenders may use different terminology |
| Scope Fit | Alignment of capability types (supply, installation, service) | Tenders often require multiple capability types that may not match your weighted preferences |
| Buyer Affinity | Your preference for different government buyer types | Past experience with a buyer type does not predict future success |
| Geography | Distance between your location and the buyer | Based on postal code approximations; does not account for remote work, shipping, or multiple offices |
| Contract Value | Whether the tender value fits your preferred range | Estimated values may not reflect the final contract amount; many tenders do not publish estimated values |
| Timeline | Whether you have enough preparation time | Based on the closing date, which may be extended; does not account for your current workload |
| Competition | Number of known bidders | Bidder count data may be unavailable, delayed, or incomplete |
| Signals | Multi-year contracts, brand specificity, addenda | Signal interpretation is heuristic-based and may not reflect actual tender conditions |
3. Tender Data Disclaimer
3.1 Source and Accuracy
Tender data displayed on the Service is sourced from the SEAO (Système Électronique d’Appels d’Offres) API and the Données Québec open data portal. While we make reasonable efforts to ensure data accuracy:
- We do not control the source data and cannot guarantee its accuracy, completeness, or timeliness
- Tender details (dates, descriptions, amounts, categories) may contain errors at the source
- Our daily synchronization process means there may be a delay of up to 24 hours between a tender being published on SEAO and appearing on our platform
- Amendments, addenda, clarifications, or cancellations published on SEAO may not be immediately reflected
- Some tenders may not be captured by our system due to API limitations, downtime, or data format changes
3.2 Official Source
The SEAO website (seao.ca) is the sole official and authoritative source for all public tender information in Quebec. Before taking any action regarding a tender (including preparing a bid, submitting documents, or making resource allocation decisions), you must verify all details on the official SEAO listing. AOIA displays a convenience copy of tender data and should never be used as the sole basis for procurement decisions.
3.3 No Guarantee of Completeness
We do not guarantee that our platform displays all active tenders. Tenders may be missing from our system for various reasons, including but not limited to:
- API rate limits or downtime during synchronization
- Data format changes by the SEAO
- Tenders published outside our synchronization window
- Filtering or category mismatches
- Technical errors in our data pipeline
4. No Professional Advice
The Service does not provide, and nothing on the Service should be construed as, legal, financial, accounting, tax, or any other form of professional advice. Specifically:
- Bidding decisions should be made with the assistance of qualified professionals who understand your business, the specific tender requirements, and applicable procurement regulations
- Financial decisions (bonding, insurance, resource allocation) should be made in consultation with qualified financial advisors
- Compliance determinations (eligibility, certifications, regulatory requirements) should be verified with the relevant government authorities and qualified legal counsel
- Contract interpretations should be reviewed by a qualified lawyer familiar with Quebec and Canadian procurement law
5. No Warranty
THE SERVICE, INCLUDING ALL CONTENT, SCORES, ANALYSES, AND DATA, IS PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT ANY WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, OR STATUTORY. WE SPECIFICALLY DISCLAIM ALL IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, COMPLETENESS, AND NON-INFRINGEMENT.

- Any information obtained through the Service is accurate or reliable
6. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, AOIA, ITS DIRECTORS, OFFICERS, EMPLOYEES, AGENTS, AND AFFILIATES SHALL NOT BE LIABLE FOR ANY DIRECT, INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING FROM OR RELATED TO:
- Your use of or reliance on any scores, analyses, or information provided by the Service

7. User Responsibility

- You will independently verify all tender information on official sources before acting on it
